Why innovating is difficult for SMEs

In Italy, SMEs represent the backbone of the production system: they generate 65% of national value added, one of the highest shares in Europe. Yet, when looking at who invests in research and development, the picture reverses: 82.8% of R&D spending is concentrated in large enterprises.

This imbalance is not accidental, nor does it depend on the willingness to innovate. Italian SMEs do not lack ideas or ambition, as they demonstrate every time they manage to enter markets that large companies consider too niche. The problem is structural: carrying out applied research requires resources that, for an SME, represent a fixed cost that is difficult to sustain.

The structural trap

The resources needed to carry out applied research, specialized skills, equipment, time taken away from production, are the same resources that SMEs cannot afford to keep idle while waiting for results, which require a timeframe different from that of production.

An internal laboratory requires dedicated staff, technical infrastructure and operational continuity. These three conditions come with a fixed cost that does not scale with company size: a large enterprise spreads it over thousands of employees, an SME over a few dozen, with a proportionally much higher burden per production unit.

Unlike large enterprises, which can access venture capital or financing tools dedicated to innovation, SMEs find themselves financing research almost entirely with internal resources, due to the higher intrinsic financial risk. Self-financing accounts for 66% of R&D investments in smaller companies.

The result is that most SMEs ultimately can not conduct research in the strict sense: they limit themselves to incremental optimizations of the existing process, often without the tools to assess whether the chosen direction is the right one.

The real cost of technological delay

The problem does not manifest immediately. The company continues to produce, sell, grow and, in the meantime, the technological gap silently accumulates, until it becomes a concrete competitive constraint: a process that does not comply with new regulatory limits, a product that loses margin compared to more efficient solutions, a market that shifts toward standards the company is not equipped to meet.

At that point, costs, in terms of productivity, increase, with gaps of up to 30% compared to more advanced companies. Access to new markets may also become more difficult and overall competitiveness declines. At that stage, innovating becomes an emergency [JF1.1]and unfortunately is carried out under more costly and less efficient conditions compared to gradual investment paths.

Why internal research becomes inefficient

Even when an SME decides to invest in research, internal development faces structural constraints that limit its effectiveness.

The first constraint is the expertise. Applied research in the chemical-industrial, environmental or process field requires technical profiles with highly specialized experience in advanced analytical instrumentation, knowledge of physico-chemical mechanisms, and the ability to translate experimental data into design guidance. These are costly profiles and difficult to sustain continuously, especially when projects are intermittent: hiring them for a single project is not feasible, keeping them long term is a fixed cost that is hard to justify if research is not the core business.

The second constraint is the method. Conducting research does not only mean having physical tools: it means designing experiments, controlling variables, critically interpreting results and iterating. It requires a methodological and organizational infrastructure capable of guiding every stage, from experimental design to result interpretation. Most SMEs have not built such infrastructure, because it is not their core activity.

The third constraint is the time. R&D processes involve long and iterative cycles, hardly compatible with short-term operational priorities. Research requires continuity that day-to-day business, by its nature, interrupts, with the risk of making the entire development cycle inefficient or incomplete.

The advantages of external research for SMEs

There is a way to access research without building an internal laboratory. In Italy it is used by about 10% of SMEs, compared to a European average of 26%. It is not a matter of awareness: it is a matter of supply. There are few partners capable of carrying out applied research to industrial standards, without falling into generic consulting or, on the contrary, pure academia.

The company brings a real problem, a process that does not work as it should, a technology to be validated, an operational limit to overcome. A specialized external partner addresses it using the scientific method, dedicated instrumentation and skills that are rarely found concentrated within a single company department. The result is a validated, transferable solution, calibrated to specific operating conditions.

The advantages are direct: fixed costs are reduced, access to specialized skills is gained without hiring them, development times are shortened. In this context, R&D activities can be developed in parallel with production, reducing interference with the core business and increasing the likelihood of adopting the results.
